'make launch' errer with Module Carla. cpp [Windows, 0.9.10]

I finally got # SUCCESS # line building with “make LibCarla”, “make PythonAPI” and “make check”. But stiil remains error with “make launch”.
It seems that there is error with building Unreal Editor or Modules.
Here’s some parts of the script. (since my script is not English, i translated it so it may sounds awkward)
